What is the Resource Recovery and Circular Economy Act (RRCEA)?

The RRCEA is designed to replace the existing waste diversion programs in Ontario and aims to protect the natural environment and human health. It fosters the continued growth and development of the circular economy and holds producers responsible for the end-of-life management of the products and packaging they sell in the province of Ontario. This is intended to promote and increase the reuse and recycling of waste across all sectors and offer more opportunities and competitive markets to sell the recovered resources.

Who is Resource Productivity and Recovery Authority (RPRA)?

The Resource Productivity and Recovery Authority (RPRA) was created in November 2016 by the Government of Ontario to support the transition to a circular economy and a waste-free Ontario. Currently, they oversee the existing waste diversion programs that were previously under the guidance of Waste Diversion Ontario (WDO) until they transition into the new individual producer responsibility programs. Their role is to approve wind up plans developed by industry-funded organizations and oversee their implementation, after which they will be responsible for ensuring compliance and if necessary, enforcement.

What will change under the new Tire Regulation?

Effective January 1, 2019, under the new Tire Regulation framework, used tires will have to be collected, hauled, and then reused, retreaded, or processed for recycling. There will be consequences for non-compliance for Producers if they do not meet their collection and recovery targets.

How do I register with RPRA?

Obligated parties including Producers, are required to register with RPRA through its Registry Website.
